can someone tell me the watts I need?
and is this good enough to buy from ebay?
Coralife Aqualight 30" T5 36w Double Linear Strip Light
If my math is right, thats only about 2.48 wats per gal.
or if it's this light, NO WAY.

That's probably enough for SOME soft coral but that's about it.
If you WANT a REEF tank, you will have to do better than that.
MOST hard corals and clams and anemones NEED way more PROPER lighting than that.
DEPENDING on what you WANT to keep, I would go with 4 to 8 wats per gal. for a REEF tank.
example. My 75gal. has 2x250w metal halide 12k reeflux bulbs and 2x110w VHO actinics =720w total=9.6w per gal.
I am NOT limited as to what I can put in my tank.
Do your research on the corals and inverts that YOU want to keep and it will tell you what lights to purchase.
